What is SELPA?

In 1977, all California school districts and county offices were required to form regional groups called Special Education Local Plan Areas (SELPAs) to meet the special education needs of students within their boundaries.

There are over 130 SELPAs across the state, varying in size, structure, and governance. These include single-district, multi-district, county, and charter-only SELPAs. Each SELPA must develop a Local Plan, as outlined in the Education Code, detailing how it delivers special education services. All school districts, including Charter schools, belong to a SELPA. SELPAs are organized regionally, and their members include local school districts, charter schools, and county offices of education.
